The 17th annual Dumbo Arts Festival is this weekend. The Brooklyn-waterfront fete will host a wide range of art installations and performances, both indoor and outdoor. Among this year's highlights: A giant, pixelated portrait of Chelsea Manning composed of 1,600 colored flags, titled "Who is Chelsea Manning?"
